概述
/steer（别名 /tell）向已活跃的运行发送引导消息，在运行仍在工作时调整其行为。不启动新 turn，不改变队列模式。
核心功能
- 目标当前会话的活跃运行
- 独立于会话的
/queue模式工作 - 会话空闲时不启动新运行
- 无活跃运行时回复警告
- 在下一个支持的运行时边界注入引导消息
